GRB_LOCBURST_DEC: +63.26d {+63d 15' 36"} (J2000)
COMMENTS:         RXTE-PCA can NOT observe this LOCBURST GRB location.  
COMMENTS:         RXTE/PCA team tried to chase this burst, but could not find  
COMMENTS:         good timing for the chase with direct slew.  Chase by updating  
COMMENTS:         the operation schedule was also tried but failed during the
