The on-ground calculated location, using the Fermi GBM trigger data, is RA = 276.9, Dec = 70.0 (J2000 degrees, equivalent to J2000 18h 27m, 70d 00'), with a statistical uncertainty of 7.7 degrees. The angle from the Fermi LAT boresight is 48.0 degrees. Greiner (all MPE Garching) report: The public trigdat data of the Fermi Gamma-ray Burst Monitor (GBM) trigger 593964489 at 14:08:04 on 28 Oct. 2019 were automatically fitted for spectrum and sky location with BALROG (Burgess et al. 2018, MNRAS 476, 1427; Berlato et al. 2019, ApJ 873, 60). The best-fit position (1 sigma statistical errors) is: RA(2000.0) = 291.6+/-11.1 deg Decl.(2000.0) = 69.8+/-3.8 deg We estimate an additional systematic error of 2 deg. Observations started at twilight. The observations began at zenith distance = 31 deg. The sun altitude is -12.9 deg. MASTER-Tunka robotic telescope located in Russia (Applied Physics Institute, Irkutsk State University) started inspect of the FERMI GRB191028.59 errorbox 13498 sec after trigger time at 2019-10-28 17:53:02UT with upper limit up to 15.9 mag. The observations began at zenith distance = 55 deg. The sun altitude is -50.0 deg. MASTER-IAC robotic telescope located in Spain (IAC Teide Observatory) started inspect of the FERMI GRB191028.59 errorbox 26797 sec after trigger time at 2019-10-28 21:34:41 UT, with upper limit up to 19.2 mag. The observations began at zenith distance = 54 deg. The sun altitude was -43.0 deg. Error-box center's galactic latitude b = -60 deg., longitude l = 98 deg. We obtained a following upper limits.
