This IPN localization is preliminary. The "total width" of the annulus was selected to include all known uncertainties and systematics. The final analysis will reduce this width. The revision comes from K.Hurley having access to the high time resolution rate data from Huntsville (instead of just the 1-sec data from BACODINE). SPECIAL NOTE: The shift in the arc is only ~1 arcmin. The length of the arc has also been reduced. SPECIAL NOTE: This is the first of the new format notices. The format change is the addition of the "NOTICE_TYPE" field. Now that the whole process has been semi-automated there will likely be two notices for each GRB. The "Original" notice which is based on the BACODINE 1-sec data & location and the Ulysses rate data. The "Final" notice will be based on the Huntsville high time resolution data & their location instead of BACODINE's. Hense the accuracy will be better in the Final notices.
