MASTER-Kislovodsk robotic telescope  (Global MASTER-Net: http://observ.pereplet.ru, Lipunov et al., 2010, Advances in Astronomy, vol. 2010, 30L)  located in Russia (Lomonosov MSU, Kislovodsk Solar Station of Pulkovo observatory) was pointed to the IceCube Alert 221223.32 (trigger No 64735045,23h 22m 11.76s , +34d 42m 39.6s, R=0.66) errorbox  32494 sec after notice time and 32547 sec after trigger time at 2022-12-23 16:45:27 UT, with upper limit up to  19.7 mag. The observations began at zenith distance = 28 deg. The sun  altitude  is -32.9 deg. 

The galactic latitude b = -25 deg., longitude l = 103 deg.

We obtain a following upper limits.
