Arne Rau (MPE)  reports on behalf of the Fermi GBM Team:

"The Fermi Gamma-ray Burst Monitor (GBM) trigger 319534757 (110216319)
  at 07:39:15.55  UT on 16 February 2011, tentatively classified as a GRB,
is in fact not due to a GRB, but a M1.1 class solar flare."
