The HETE-GroundAnalysis are no longer blocked if they have no positions.
<a href=gcn3/1085.gcn3>GCN Circ #1085</a> recently announced that
Updates, Lasts, and GroundAnalysis
Notices would be blocked if they contain no position information.
But with trigger 1669 it was realized that there are two scenarios that
require that the Gnd Ana Notices be distributed: (1) if there is a retraction,
and (2) if the trigger source is later determined to be outside the instrument
FOV.
