Troja (NASA/GSFC/UMCP) report on behalf of the Swift/UVOT team: The Swift/UVOT began settled observations of the field of GRB 131030A 90 s after the BAT trigger (Troja et al., GCN Circ. 15402). A fading source consistent with the XRT position (Troja et al. GCN Circ. 15402) is clearly detected in the initial UVOT exposures. The preliminary UVOT position is: RA (J2000) = 23:00:16.14 = 345.06723 (deg.) Dec (J2000) = -05:22:05.2 = -5.36811 (deg.) with an estimated uncertainty of 0.50 arc sec. (radius, 90% confidence). Preliminary detections using the UVOT photometric system (Breeveld et al. 2011, AIP Conf.
